Instead because the public infrastructure is in a dilapidated shape. Shift from elites to the middle class. They’ve always been complaining.
Yes car-owning “elites” are making the loudest noise about #OddEvenPolicy, but fundamentally it’s not because of their sense of entitlement.
This view that #OddEvenPolicy only affects car-owning “elites” has appeared a few times on my timeline. And I find it just too naive.
